Weapon and Armor Skill Breakdowns

    So since I threw up classes, I'll throw out the basic skills too. Keep in mind this is only public knowledge and came directly from http://www.tamrielfoundry.com/ which is well known and is strict about following the NDA. The only information they gather is from public releases of interviews, and official videos or conventions:

    EDIT: Keep in mind, active abilities also can be morphed into a new ability that does new and added effects. The information on what all the abilities can morph to is still not known.

    One-Handed and Shield


    • [Active] Puncture – Deals physical damage, reduces the target’s armor, and taunts the target for a moderate duration.
    • [Active] Low Slash – Deals physical damage, snares target, and reduces the target’s weapon damage for a moderate duration.
    • [Active] Defensive Posture – While slotted, increases block mitigation and reduces block cost. Activating the skill reflects the next spell projectile back at the attacker.
    • [Active] Shield Charge – Charges to target and attacks, dealing physical damage and stunning the target for a short duration.
    • [Active] Power Bash – Deals physical damage, disorienting the target for a moderate duration.
    • [Passive] Sword and Board – While you have a one-handed weapon and shield equipped, all damage and armor are increased.
    • [Passive] Deadly Bash – While you have a one-handed weapon and shield equipped, bash deals double damage and costs less stamina.
    • [Passive] Fortress – While you have a one-handed weapon and shield equipped, the cost of blocking is reduced.
    • [Passive] Deflect Bolts – While you have a one-handed weapon and shield equipped, block an additional percentage of damage from projectiles and ranged attacks.
    • [Passive] Battlefield Mobility – While you have a one-handed weapon and shield equipped, movement speed while blocking is increased.

    Two-Handed


    • [Active] Cleave – Deals physical damage to all enemies in front of you, inflicting a bleed dealing damage for a moderate duration.
    • [Active] Critical Charge – Charge to target and attack, dealing guaranteed critical physical damage.
    • [Active] Uppercut – After a short cast time, deals physical damage to an enemy, stunning them for a short duration and knocking them back a small distance.
    • [Active] Reverse Slash – Deals physical damage which increases based on the target’s missing health.
    • [Active] Momentum – Increases weapon damage by a flat percentage for a moderate duration, with the percentage amount increasing every few seconds.
    • [Passive] Heavy Weapons – While a two-handed weapon is equipped, axes have a chance to inflict a bleed damage over time effect, maces ignore a flat amount of armor, and swords deal a flat percentage more damage.
    • [Passive] Balance – Reduces the cost of two-handed weapon ability by a moderate percentage.
    • [Passive] Forceful Impact – While a two-handed weapon is equipped, light and heavy attacks deal a moderate percentage of the damage as splash damage to an additional nearby enemy.
    • [Passive] Arcane Fighter – While a two-handed weapon is equipped, the chance of proccing status effects is doubled.
    • [Passive] Battle Rush – While a two-handed weapon is equipped, killing an enemy increases stamina regeneration by a significant amount for a moderate duration.

    Dual Wield


    • [Active] Twin Slashes – Two hits for physical damage, inflicting a bleed effect for a short duration.
    • [Active] Flurry – A six hit attack performing bonus damage on the final hit.
    • [Active] Whirlwind – Deals physical damage to all enemies surrounding the caster. Damage is increased versus low health enemies.
    • [Active] Sparks – Blinds the target for a moderate duration.
    • [Active] Hidden Blade – Throws a dagger that deals physical damage and interrupts the target, snaring them for a moderate duration.
    • [Passive] Slaughter - Increases damage by a flat percentage against targets at low health.
    • [Passive] Dual Wield Expert – Increases off-hand weapon damage.
    • [Passive] Controlled Fury - Reduces the cost of dual-wield abilities by a moderate percentage.
    • [Passive] Ruffian – While dual wielding, the player deals more damage against disabled targets.
    • [Passive] Twin Blade and Blunt – While dual wielding, axes have a chance to inflict a bleed damage over time effect, maces deal a percentage of bonus damage against heavily armored targets, swords deal a flat percentage more damage, and daggers have increased critical strike chance.
    Bow


    • [Active] Poison Arrow – Deals immediate damage to the target and poisons them, interrupting enemy spells stunning the caster and putting them off balance.
    • [Active] Volley – Deals damage in a targeted area immobilizing any foes that are hit.
    • [Active] Scatter Shot – Deals damage to the target, knocking them backwards and disorienting them for a short time.
    • [Active] Arrow Spray – Deals damage and snares the target for a short time.
    • [Active] Snipe – Deals a large amount of damage at a longer range.
    • [Passive] Accuracy – While you have a bow equipped, you have a increased critical strike chance.
    • [Passive] Ranger – Reduces the stamina cost of bow skills.
    • [Passive] Long Shots – While you have a bow equipped, you deal bonus damage to distant targets.
    • [Passive] Hawk Eye – Bow attacks deal extra damage when hitting vulnerable targets.
    • [Passive] Hasty Retreat – While you have a bow equipped, you gain a short burst of movement speed after dodging.
    Destruction Staff


    • [Active] Destructive Touch – Deals damage and applies elemental effects. Fire causes knockback, Frost causes a stun, Shock causes disorient.
    • [Active] Wall of Elements – Create wall of AoE damage.
    • [Active] Force Shock – Deals damage and interrupts enemy casting. Interrupted enemies are stunned.
    • [Active] Impulse – Deals PBAoE damage and applies elemental effects. Fire causes burning, Frost causes chilled, Shock causes concussion.
    • [Active] Weakness to Elements – The target’s resistances to Fire, Frost, and Lightning are reduced.
    • [Passive] Tri-Focus – Destruction Staff heavy attacks cause the following effects: Frost snares the target, Shock deals some splash damage to 2 nearby foes, Fire reduces enemy spell resistance.
    • [Passive] Penetrating Magic – Your destruction spells bypass some of the targets spell resistance.
    • [Passive] Elemental Force – Increased chance to apply fire, shock, or cold status effects when you have a destruction staff equipped.
    • [Passive] Evocation – Your heavy attacks charge faster when you have a destruction staff equiped.
    • [Passive] Destruction Expert – Restore some Magicka when killing an enemy with a destruction staff equipped.
    Restoration Staff


    • [Active] Regeneration – Heals the wounds of a nearby ally over time.
    • [Active] Grand Healing – Heals all allies in a large target area.
    • [Active] Blessing of Protection – Heal all allies in front of you and increase their defenses for a short time.
    • [Active] Steadfast Ward – Create a shield on the lowest health ally in front of you. The shield’s strength is based on the ally’s missing health.
    • [Active] Force Siphon – Your allies gain additional health when attacking your marked target.
    • [Passive] Essence Drain – While you have a restoration staff equipped, the last hit of a heavy attack heals a nearby ally.
    • [Passive] Restoration Expert – While you have a restoration staff equipped, your healing on targets with low health is increased.
    • [Passive] Cycle of Life – Gain bonus damage based on your current health when wielding a Restoration Staff.
    • [Passive] Absorb – While you have a restoration staff equipped, blocking spells restores Magicka.
    • [Passive] Restoration Master – While you have a restoration staff equipped, increase all healing done.


    Light Armor


    • [Active] Annulment – Absorb damage from incoming spells up to a maximum amount per hit.
    • [Passive] Evocation – Reduces the Magicka cost of spells per piece for light armor equipped.
    • [Passive] Recovery – Increases Magicka regeneration per piece of light armor equipped.
    • [Passive] Spell Warding – Increases spell resistance per piece of light armor equipped.
    • [Passive] Concentration – Your spells ignore some enemy spell resistance per piece of light armor.
    • [Passive] Prodigy - While wearing 5 or more pieces of light armor you gain increased critical damage.
    Medium Armor


    • [Active] Evasion – Using unnaturally quick reflexes, avoid incoming melee attacks which will have a moderate chance to miss for a medium duration.
    • [Passive] Improved Sneak – Decreases the area within which you can be detected and decreases the time to become fully hidden per piece of medium armor equipped.
    • [Passive] Windwalker – Increases Stamina regeneration per piece of medium armor equipped.
    • [Passive] Athletics – Increases sprint speed and reduces the cost of dodging per piece of medium armor equipped.
    • [Passive] Dexterity – Increases critical strike chance per piece of medium armor equipped.
    • [Passive] Agility – When wearing 5 or more pieces of medium armor you have increased attack speed with weapon attacks.
    Heavy Armor


    • [Active] Immovable – Reduces damage taken and become immune to knockbacks and disabling effects for a moderate duration.
    • [Passive] Juggernaut – Increases power with melee attacks per piece of heavy armor equipped.
    • [Passive] Rapid Mending – Increases healing received per piece of heavy armor equipped.
    • [Passive] Resolve – Reduces damage taken per piece of heavy armor equipped.
    • [Passive] Constitution – Increases health regeneration per piece of heavy armor equipped.
    • [Passive] Bracing – While wearing five or more pieces of heavy armor, reduce the cost of blocking.
